When everything stalls
If every address on the signed list is unreachable across different Tor circuits for more than a few minutes, the problem may be wider than one market. Wait an hour and retry. If a market is genuinely rotating its whole set, a fresh signed list usually follows within a day. Never take an unverified address from a stranger in the gap.
